16 July 2013 Hospital Mortality Rates : In 2006 the then Labour Government purchased 49% of Dr Foster, the intelligence unit from which a lot of these mortality data are emanating. Does the Secretary of State agree that for Secretaries of State from that point onwards to be claiming they were unaware of the data seems a bit rich?

11 July 2013 Arms to Syria : I think it is in Britain’s best interests to have as coherent and consistent a policy as can be applied across the middle east. After Syria, this situation could fall into Lebanon, Jordan and, dare I say it, Saudi Arabia, with the consequent impact on energy prices and so on. It is in Britain’s interests to garner the trust and support of the wider Arab public, and not just intervene and fiddle around the edges. I could come here and vote for a commitment on the ground in the middle east. I struggle to come here to vote for a commitment to arm just one particular force.

3 July 2013 Prime Ministers Engagements : As a doctor who once had to listen incredulously to a patient explain, via a translator, that she only discovered she was nine months’ pregnant on arrival at terminal 3 at Heathrow, I was pleased to hear the statement from the Secretary of State for Health today on health tourism. Does the Prime Minister agree that although the savings are modest, the principle matters? The health service should be national, not international.

3 July 2013 Health and Care Services : Talking of efficiency, is my right hon. Friend as shocked as I am to hear that the Department of Health spent almost £74,000 on outside consultancy to prepare for just one Public Accounts Committee hearing? If that is the case, the Department might want to lead from the front on efficiency.

24 June 2013 Children and Families Social Work : What steps he is taking to improve the quality of children and families social work? … I thank the Minister for his answer. How does he plan to ensure that newly qualified social workers both have a degree that best equips them for the front line and receive proper support in the first few years of their career?

19 June 2013 Care Quality Commission (Morecambe Bay Hospitals) : I very much welcome the Secretary of State’s desire to see published appropriately contextualised surgical outcome data for each surgeon. Those surgeons, however, have to work within structures created by managers, so in the interests of transparency would he support the publication of each manager’s performance so that the public can see where failure is taking place? First, that could prevent the merry-go-round of jobs, Cynthia Bower being the classic example. Secondly, appropriate financial penalties can be applied to the said managers if they fail, as they clearly have done in Morecombe.

12 June 2013 Children’s Heart Surgery : My apologies, Mr Speaker. As someone who has long argued for the reconfiguration of acute and surgical services, I consider the management of this clinical consolidation to be of great importance. Does the Secretary of State agree that best clinical outcomes should be the primary driver of any reconfiguration and that there is a need for a national plan for the reconfiguration of all acute and emergency services? If such a plan were drawn up, it should receive cross-party support.

10 June 2013 Benefit Tourism : The good people of Bracknell want their local health services to be used appropriately. Apparently, there is more than £500,000 outstanding on invoices to overseas patients, just from Heatherwood and Wexham Park Hospitals NHS Foundation Trust. Does the Secretary of State agree that migrant access to the NHS needs to be better regulated?

4 June 2013 Energy Bill : Does the hon. Gentleman agree that if we set a territorial decarbonisation target, we can make industry off-shore, hit our decarbonisation target and retain the subsidy on shore, but the jobs will have gone elsewhere? …… The point that I am trying to make is that if this country wants to make a decent impact on reducing its carbon, we need to address our consumption patterns, not our territorial emissions.

21 May 2013 A and E Departments : I am struck by the fact that no mention has yet been made of the drivers of the reported chaos in A and E and the pressures on primary care out of hours. What of ageing? What of obesity? What of the changes in behaviour, the absence of stoicism, the increase in medical technology costs? Whatever the system that either the Government or the Opposition talk about, it will come under pressure. When will we have some reality in this Chamber about the causes of this problem, because the sooner we have, the better we will all be?

20 May 2013 Syria : Britain bears a heavy responsibility for the drawing of the current boundaries across the Levant, many of which did not respect traditional tribal boundaries. To what extent does the Foreign Secretary share my concerns about the potential for an overspill from the Syrian crisis across these fluid borders, especially into Jordan and Saudi Arabia?

25 April 2013 Topical Questions to Department for Transport : Many of my constituents work in and use both Heathrow and Gatwick airports, which is one reason I would firmly support the expansion of both. We are awaiting Howard Davies’s report into Heathrow expansion, but would the Minister consider his Department’s investigating the feasibility of a superfast maglev line, such as that seen in Shanghai, to link these two essential airports?

23 April 2013 Youth Sport : To ask the Secretary of State for Culture, Media and Sport what steps her Department is taking to encourage youth sport participation.

26 March 2013 Mid Staffordshire NHS Foundation Trust : Will he assure the House that his new inspectorate will not become yet another component of the merry-go-round of management employment schemes currently found in the NHS? Will he also assure me that those implicated in previous hospital management scandals will not be employed as inspectors in the future?

6 March 2013 Syria : Although he was a ruthless and murderous individual, the late father of the current President of Syria had a reputation for doing what he said he was going to do. In contrast, his son is a fundamentally weak individual surrounded by stronger characters as advisers. To what extent does the Foreign Secretary agree that the personal weakness of the President of Syria will make a diplomatic solution unlikely if not impossible?

In addition to providing that support, what are the Government doing to extend the availability of new enterprise allowances so that more people in my constituency can start their own business?

7 November 2012 Government Contracts : Over the past two years, I have been contacted by more than one construction company in my constituency that have encountered difficulties in securing small business contracts from both local and national Government. Will my hon. Friend continue to press Departments to remove the burdensome procedures and bureaucracy that make it harder for SMEs, such as those in my constituency, to compete for and win both local and national Government contracts?

26 October 2012 Family Justice (Transparency, Accountability and Cost of Living) Bill : Does my hon. Friend agree that the key point here is subsidy of energy forms? There is little justification for the subsidy of wind farms. There is much more justification for an up-front subsidy of nuclear power. Throughout the country vast tracts of beautiful countryside are being impacted upon by onshore wind farms. I would rather see a concentration of energy generation in fewer sites, and the only way we can achieve that is through nuclear.

25 October 2012 Broadband : What steps he is taking to ensure that rural areas have access to reliable and high-speed broadband … Many of the good people of Bracknell and Finchampstead have long had to suffer from poor broadband access despite my constituency being close to the heart of the UK’s IT industry. Does the Secretary of State agree that it is vital that the Government make the right decisions so that all my constituents can take full advantage of the digital revolution?

16 July 2012 Farnborough Air Show : I too had the privilege of attending the air show last week, in my capacity as vice-chairman of the Parliamentary Space Committee. The UK’s space industry has grown by 10% year on year for most of the last decade. Will the Minister tell me how the Ministry of Defence is supporting UK business in exporting in the defence sector?

5 July 2012 Army 2020 : I am proud to have the Royal Military Academy Sandhurst in my constituency. The officer cadets and the Nepalese community there will welcome the clarity of the Secretary of State’s statement today. I stand fully behind his decisions. However, along with my hon. Friend the Member for Harwich and North Essex (Mr Jenkin) and my right hon. Friend the Member for Louth and Horncastle (Sir Peter Tapsell), I will need reassurance about future upscaling. Will the Secretary of State confirm that we will be able to do that if necessary, and that the RMA’s capacity will be able to match any

2 July 2012 LIBOR (FSA Investigation) : Does the Chancellor agree with me, and indeed with Plato, that good people do not need laws to tell them how to act responsibly, and that bad people will find a way around such laws? We really should bear that wisdom in mind when it comes to determining the outcome of the inquiry that has been announced.

20 June 2012 Community Hospitals (North-East) : Does the hon. Gentleman agree that the consolidation of acute and emergency services, and the reconfiguration of services in the north-east and across the country, are about not just the cuts and austerity to which he refers—I do not agree with him on that—but the changes in how health care is provided? Does he also agree that the community hospitals that he seeks to support are best placed to deliver chronic care, not acute care?

Will the Secretary of State detail what his Department and the Treasury are doing to help to alleviate this enormous level of debt, which has risked the viability of some NHS services?

6 February 2012 Syria  I have had the privilege of visiting Syria twice in my life: once in 1998 with a backpack on my back, and last year on a delegation ably led by my right hon. Friend the Member for Mid Sussex (Nicholas Soames). I was struck by the stark difference in access to news media within the country between the two visits. Does the Foreign Secretary agree that our foreign policy, and indeed that of all our partners abroad, should reflect that changed media environment and that the sooner the Russian and Chinese Governments understand and respect that, the better?

16 January 2012 NHS (Private Sector)  I have attended this debate to try to ascertain the direction of travel of Labour policy and to try to gain an understanding of its philosophy and underlying principles. I am somewhat confused, because you seem to be all over the place. Do you believe that health care is a commodity—[ Interruption. ] I apologise; I meant the right hon. Gentleman. Do you believe that health care is a commodity or not? Do you believe that access to health care is a right or not? The answers to those questions underpin the policies that you will introduce, I presume, in the next couple of years.
